Given that Manitou Springs is a historic community, parts of its water and wastewater
infrastructure are over 100 years old and in need of attention. Several water and
wastewater pipe segments throughout the City need to be replaced to provide safer,
and more reliable water supply and wastewater systems. This project consists of
replacing over 4 miles of water lines and over 3 miles of wastewater lines throughout
the City.
Manitou Springs also experiences irregular water pressures due to its aging infrastructure.
Several of the City’s pressure reducing valve (PRV) stations are inoperable
and well past their useful life. High pressures along with aging pipes are creating
system leaks and broken pipes. This project will replace and upgrade the majority
of the City’s PRV’s to limit the water pressure to safer levels.

Drinking Water System Improvements
- Increase reliability of water system by replacing old and undersized pipes.
- Increase the fire flows by increasing the sizes of critical pipes to both sprinkler
systems and fire hydrants throughout the City.
- Improve water quality by replacing older pipes that could leak contaminantes into
the water system and replacing pipes that are more likely to break.
- Decrease operating costs by reducing the number of breaks from old pipes or excessive
pressures.
Wastewater System Improvements
- Increase the capacity and reliability of the wastewater system by replacing old
and undersized pipes.
- Decrease leaks by replacing old pipes that are not watertight.
- Decrease operating costs by reducing storm water infiltration, which will decrease
the total volume treated by Colorado Springs Utilities (CSU).
- Reduce the risk of a spill into Fountain or Ruxton Creek by lining and encasing
pipes along the respective creeks.

Q) How will I know when construction will be on my street / in front of my
house?
A) www.ManitouSpringsPipeline.com has a list of streets and addresses impacted by
the construction. You can look at the list by address or by date and locate which
streets are impacted. On the website you can sign up for the email alerts that will
send e-mail updates to let you know we will be working on your street. Door Hangers
will be handed out approx. one week prior to construction letting you know that
your street is about to be worked on.
Q) How long will my water be turned off?
A) Based on the contractor’s contract, the maximum amount of time the water
can be turned off is 8 hours. Please notify Ron LaCroix at 719-491-5737 if a medical
or other circumstances do not allow you to have the water turned off for that length
of time.
Q) If I have a restaurant, can construction be phased so my water is shut
off after regular business hours?
A) We will try and work with the property owners and minimize impacts to the business.

Q) How far in advance will we be notified of utility interruptions?
A) Our plan is to notify property owners 1 week in advance unless an emergency or
an unforeseen circumstance occurs. With emergencies, the property owners will be
notified ASAP.
Q) Will there be road closures?
A) We are making every effort to keep all roads open. We plan on having one lane
access as a minimum during the day and two lanes open at night.
Q) How long will the project take?
A) The improvements will take approximately 14 months to complete. However, delays
such as weather and unforeseen circumstances could impact the final completion date.
Q) What type of construction is impacting my street?
A) Water mains are being replaced. Sanitary sewer mains are either being replaced
or lined. Pressure reducing valves are also being upgraded or installed around the
town.
Q) Will the construction change my water pressure?
A) Pressure Reducing Valves are being added throughout town to help control excessive
pressures. If you are in one of the parts of town where the pressures are high,
your water pressure in the street is being lowered to a more acceptable level.
Q) What if my property is damaged
A) The contractor is required to return all property to its original condition.

The table below lists where construction will take place. The schedule is approximate
and will change from time to time. We will update this schedule as updates become
available. We will also e-mail updates to anyone that self-subscribes to the
e-mail updates below.
As construction is underway in each area, there will be temporary road closings
and water and sewer service interruptions. A strong effort will be made to keep
at least one lane of traffic open at all times. Water service interruptions should
be limited to less than 8 hours and, in most cases, last only a couple of hours.
For waterline construction, the water may be shut off temporarily in the affected
area. It is suggested that occupants store up bottled water for use during those
times. Occupants will be notified prior to water shut-offs. After service is restored,
if discoloration is observed, it can be cleared by running your lines until the
discoloration is gone.
For sewer line construction, there may be temporary pipes pumping wastewater around
the construction zones. These bypass pipes may cross traffic; they will either be
hoses designed to be driven over, or have ramps or other suitable protection covering
them
